With regard to your letter, I would say shorter is better. Clearly putting them on notice about dangerous activities and the attractive nuisance that could tie them to liability is likely the stick that will move them. You could always make an offer of greater anecdotal details on request, including viewing videos. If they don't follow up, they might be showing disregard.

Pointing out their non-compliance with city code, and the city not taking action, would possibly be made a news story. When are elections?
