What's the sanction for being untruthful? - nothing. It has been documented that those forms are often filled out by school officials to justify more money. That's why the figures on "starving" children are not regarded as accurate in any sense.

As I stated earlier, school funding is tied in some way to the numbers of students on those programs so the incentive is manifest to inflate the figures.
