You might say I was only semi-serious about the government as partner. There is far more value in having Washington as a customer.

My counsel to you about speaking to the company is that you may be surprised how reachable senior management is. While I cannot speak for SATC per se, I have been able to reach the top guys at firms many times SATC's size on occasion. Worst case is that you are passed down the line. The executive suite usually enjoys speaking to shareholders interested in the "vision" thing rather than on the next share-boosting announcement.

I agree the RIBS is only a small part of the SATC universe.
