The question is not semantic. Clearly, concluding an existing agreement means to 'end' the agreement. Concluding a negotiation towards an agreement is coming to and end of negotiation that could mean having or not having an agreement. Coming to think of it, the question is 'semantic.' The news is vague in that regard. And that was the reason for my question. The market appears to indicate that an agreement is being reached. Also, the market may be reacting to the news of 'solid' demand for communication equipment (it was on CNBC this morning).

If an agreement with VLSI is being reached. What is this agreement? The news says that Sony will produce chips (LSI) for Hitachi. What VLSI is manufacturing for whom?

It is my interest to understand the news and read between the lines. Hence, I look into these questions very closely.
