Hashem, the VLSI news item was poorly written, and ambiguous regarding the "concluded" agreements. But I think the usual and customary way to interpret the meaning of "concluded agreements" is to consider the agreements settled, not abandoned or terminated. Hopefully, someone who knows about the agreements can clarify this for us.

IMO, the questions you raised about the news item are not trivial by any means. It is critical to be crystal clear when publishing written material for a mass audience, because - as we've just seen - various interpretations and conclusions can be drawn when words with multiple meanings [such as "conclude"] are used.
