MB: Every large equipment maker will bid on this contract, including Fujitsu/Orctf, Siemens, LU/WSTL, etc. If Fujitsu wants to break into the North American market and compete against the LU 5E and Nortel DMS switches, they will low ball the bid. If GTE deploys a CAP based solution, Orctf/Fujitsu isn't going to win.... until later.
