Brown Brothers Downgrade & TI's Silicon Systems.
The Brown Brothers downgrade make sense.
TI is belt tightening across the board.
The worst seems to be at their operations
in Santa Cruz, CA (Silicon Systems). Apparently their manufacturing costs are 3x what they should be as a result of reckless spending and planning by the Manufacturing Staff. Employees are being asked to take mandatory vacations or time off without pay for the third consecutive quarter. California Economic Development Dept. (Unemployement Dept.) is working with the company.
TI purchased this operation in 6/96 and became a leader in Storage Products over night. Silicon Systems excels at design & product development but they lack the expertise and discipline on the Manufacturing side. On another negative note, the Santa Cruz Operations has lost many quality/highly educated employees over the last year, apparently due to disgust. Losing what expertise they do have will probably exacerbate the problem.

Eventually TI's executives should alleviate the problem, however, the short term and the rest of 98 looks bleak and stagnant.
