The knowledge is better than the lack of knowledge of what is going into the network. People will build this. Saying nothing is dangerous. Not solid consensus to take it out - but leave it to David and Massimo having heard all the comments to figure out a way to incorporate it in as subtle way as possible. #3 - item 6. #4 & #5 - leave it to David and Massimo 51.2.2 interleaving to deal with in the rewrite (clarify). #6 - since everything is optional (i.e., TR), this is no longer pertinent. #7 & #8 - item 3 clarify in text. #9 & #10 - initialization.
