If you have knowledge of a crime, you should report that crime to
the persons who may do something about it. If you have knowledge and
that knowledge may be proven or a judge may assume knowledge (Short
sales accounts etc..) then yes it IS a crime and it MAY be punished.
I think you know that.

Many have been hung to death for knowledge assumed.

First to cover your ass you report the salting to management. They may
not know. Then to cover it further you alert the exchange to the
possibility. Second you tell management that you cannot do may more work
until the matter is put to rest. Because if it is ever found out, and
you could have known it but failed to tell anyone, then your professional
reputaion is ruined as an incompetent and you honesty ever after suspected.

I don't think anyone should be in a rush to use Kilborn or Normet
after this embarrassment.
