Rental properties?
Here in Washington, DC suburbs property values have been near stagnant or declining since 1993 (just after I bought). Of course, I could still take out 120% equity and make even more in the stock market (BG). Cheaper to buy a house and make $900/mo payments than rent at $800/month. In Ca of course its different, there you pay 2x for the house you get here (or more) and renting is beyond reach of more people. Midwest has even picked up I believe, no longer cheaper than dirt (except maybe Oklahoma?).
