What the landline upload requirement does is two things:

1) adds to costs, since you need the extra phone line anyway;

2) eliminates remote quasi mobile usage. I.e., RV or Yacht, or whatever, where you don't have landline. Or where the cellular uplink approach remains a very expensive access option.

Since the uplink data requirements for the vast number of end user useages are pretty limited (from mouse clicks to email messages, with the very occasional document attachment), speed penalties are not the issue.
