Here's the fatal flaw in Briefing.com's logic:

Handing over millions of lines of code to an outside company to have them "fix" them and then return it, as if code were just dirty laundry, just doesn't sit well with many IT executives. Certainly some people are willing to do this, and some people are willing to hand over certain portions of code, but the vast majority of IT departments bristle at the "factory" concept.

Does this guy actually think when a company hires IMRS or SYNT that 500 Indians come set up shop in the parking lot? Duh!

The author is trying to justify why tool companies are faring poorly vs the so-called system integrators. The reason is simple: lack of trust. By definition, Y2K tool vendors are a new industry. Acceptance takes time. Tools need to mature.

The reason why the alliance model is not working as well as hoped vs. the factory approach is because of fragmentation of resources. In other words, one alliance partner getting a contract using a particular tool does not benefit another partner with the same tool because they act as totally separate entities.

Factories such as ALYD are ready to finally take off, IMO. A little while later the tool vendors with big-name alliances will start moving again (i.e. ACLY because of DEC, IAIC because of CA, etc). After that, if things go according to plan, watch out for flying pigs (gg).
