Call the lead underwriter (in this case, Morgan Stanley) or any other firm in the syndicate (participating firms are listed on the cover of the prospectus.) Many firms are picky when it comes to IPO's, however, especially concerning ones that are thought to be "hot." These firms typically only offer it to good clients (usually divy it out to their brokers based on performance.) If you can participate, it's usually a good thing because the companies are typically underpriced to a certain degree (10% or so) so that the participating firms look good in the eyes of their clients when it opens up.
