the article sounds to me like this.
SEC is going to require, blah blah blah.

Ms. Cawly says yes, we "were" headed in that direction anyway even without the ruling, even though, the costs are blah blah blah.

I am sorry, you guys know I am out, but I didnt take the article as negative. I took it as they were going to file without being forced to, even though though the filing costs are a burden on a small company without a lot of revenues coming in at this point.
