Freshstart Venture Capital Corp. (Nasdaq Small Cap) is what is known as a Specialized Small Business Investment Company (SSBIC), which, you're correct, allows for deferral of capital gains of other investments.

An SSBIC provides financing for Small Business Investment Companies (SBIC). They've been available since 1986, but not very well known to the investment community as they've mostly been private companies. It's believed that FSVC is the only publicly traded SSBIC, and it looks as though it's IPO was late 1996(?)
