It is my opinion based upon my 29 years w/ large scale S/360-370-390 systems, my academic background, rumors circulating in the DC area superprogrammer grapevine, and off-the-record conversations with 5 programmers who have worked on IRS systems, that the task of the IRS's geeks is impossible. One of the 5 is very likely in the top .1 percent of S/390 assembly language programmers in the world.
But that is my opinion based on rumor and whispers.
Mr. Rossotti may have better information, he should, he's the IRS's commissioner.
Consider the actions that he has personally taken in the last few months. He fired Gross. He arranged a 10% bonus for the programmers. He is negotiating with congress for resources, training, manpower, and relief from tax code changes so that he can focus on Y2K.
Can he pull it off? I don't think so. Would I bet a hundred bucks that they fail? Sure... but there's no guarentee. If anyone can pull this off, Chuckie is the man. Chuckie is not a pointy hair.
