Brylcream is made from water and refined mineral oil and an emusifyer by pumping it through an ultrasonic whistle. Stuff costs about 20 cents per pound. It will never settle.
Iy also depends on what phase is continuous.
Milk, water is continuous, fat is drops, and emulsifying protein(casein??) covers the drops and has a charge out so they repel.
You can make a water in oil emulsion. Butter is the mirror emulsion.
11% water, 2-3% protein and the balance fat( I think)To do this you need to make the fat the major component(continuous) by shearing the fat and making them coalesce(churning)

You need more facts, temperature?, open access to water condensing?, pressure?, shear? which natural oil?
