how do they do that if they are not market makers? I thought the law says market makers are the only ones who can make a market?

They don't make markets, but electronically, they hit the market makers bid/ask so fast with many many many thousand share orders, that if he is not nimble enough to get out of the way he could end up much shorter/longer than he ever wanted to be.

I put a hedge on all comments concerning SOES do to a lack of complete comprehension of how they operate.....
