Level 3's business plan does not assume a continuation of the exemption from access charges currently afforded to ISP's. The Company plans to build the most cost efficient network possible. Level 3's approach is to plan for a continuous drop of the cost to move one bit a mile per second. This should enable the Company to still have a significant cost advantage over the competition.
