Francis - Read your communications report. Thanks for your link. Re: 4(just noticed there's no 'cents' key on computer keyboard, have to find my daddy's royal)cents local access fee. Is this paid to govs or local phone co? Is this the tax that's being talked about now? If local telco gets the fee and if level 3 builds or buys one (rcnc?) would they end up paying themselves?
