I don't know if there is an actual contractual agreement in place with an OEM besides IBM, however Wave seems to be quite optimistic about fast-moving developments with another major OEM that is highly regarded in both the business and consumer sides of the industry. I have been given a name but I don't feel it would be appropriate to disclose that at this time. I understand that discussions with the other OEM are at a higher and more influential level than they are with IBM and the interest is quite strong with officers who have been familiar with Wave's technology for some time now. The ability to move faster may also have something to do with the differences in corporate cultures.

Regarding industry standards, the other OEM regularly collaborates with IBM, so this should be no problem, and the other OEM would probably provide some serious motivation for IBM to move faster. The folks at Wave do not seem to be overly concerned about the IBM relationship at this point and feel that the current process is fairly typical of this massive company.
