IBD reports today : " Standford Telecommunications fell 6 1/2 today to 28 1/2 on four times its normal volume. It's been under distribution since May - shortly before it reported a 38% drop in quarterly sales."

Could someone please inform me what it means for a stock to be in distribution? Also, was there truly a 38% drop in sales?
