The halt on Feb 12 was to clarify the release on Berenguala. ITG subsequently changed the NR. That's why one might assume that there was things in the deal that the VSE was unsure of. Stuff like the deadline came and went for the proposal to be okayed between ITG + Kappes and not a word whether it was agreed to or not.
As for blaming the VSE for being tardy - if that's the case, then I would expect ITG to take a more aggressive stance than they appear to have.
A deal is a deal - regardless of $$ amount, certain paperwork has to be done. If the DD is taking longer - than I repeat - something is not written properly. Something is missing that causes the VSE DD dept to scratch their head. You and your lawyers put in all of the details so that people/regulators can't find fault and allow you to resume trading as quickly as possible

The VSE says that it is under active review - and they would have you believe that it has been as such since Mar 4.98. To suggest that the VSE takes their job lightly and lets Billion dollar deals sit in the IN basket isn't as likley as you've suggested.

I wish this would all straighten out tomorrow and away we go - but it isn't sounding like it and there seems to be few reasons for the delay.
