no reason why Compaq couldnt ship NC's
The only reason is that it would be bad business for CPQ. The margins on the NC's are lower than CPQ's margins on NetPCs and sub 1K, since they use components that CPQ already buys in volume. CPQ is hardly dependent on MS for product decisions. If the NC was a product with a market CPQ would be there in a heartbeat. CPQ put substantial money into the general fund promoting JAVA development, and has representation on most of the standards committees. They also have a close relationship with Oracle, and have more than half of the Oracle on NT business, they are also the reference platform for Oracle8 on NT.
The sub 1K is an example of CPQ protecting a market it can make money in, by using economy of scale to drive a competitive product. The NC is an example of Larry and Scott throwing money into a religious war with no business case.
