I suggest you should provide that address to Igen at their Maryland headquarters. The company which created that page is bidding to develop such a device for the government. Or perhaps it is a page by the Government to which the company has responded. I am sure they - the government - needs one, and it would seem likely that such development would step on the toes of Igen's patents. Possibly Igen can afford to sell one of the machines to the government, or can take a sub-contract to provide one to the bidder. At the very least, they can monitor for patent violation.
