Your explanation sounds the most reasonable of all the ones I have seen. It has the cynical ring of truth to it. If the ostrich impression is, indeed, what is going on, then it is tantamount to a denial. It sounds like CEPH would make a nice short, but I am still not confident enough to pull the trigger. My apprehension stems from my belief that it is "easier" (politically) for the FDA to approve the NDA than to deny it.
