I don't think you are correct in saying that QWST is using the Supernet network to route calls over the public Internet. QWST is employing VOIP for two reasons - first, the savings that can be had over circuit-switched voice (a standard voice call on a circuit-switched network consumes 64Kbps of capacity, and consumes that capacity for the duration of the call - whether-or-not anyone is actually speaking. VOIP allows a standard phone call to use anywhere between 4 - 10Kbps for voice grade calling, and allows data/voice to be interspersed during periods of silence. That is a 6-16X cost savings over traditional voice networks). Also, VOIP is part of a larger strategy that assumes that IP has pretty much one the war as THE transport protocol of choice for voice/video/data. By building a network that optimizes the delivery of IP, they feel they are well positioned to take advantage of this.
