You raise a good point. But I think there are two ways of viewing it. On the one hand, you might just want Dahl to be up, but on the other, the 0 threshold might be important.
Dahl is mov(c,50,simp) - ref(mov(c,50,simp),-15), and that shows when the 50-day MA crosses the 50-day MA 15 days back. It's often useful to base trades on MA crossing points or when one MA is above another. It might not be the best time to buy when Dahl is less than 0, in other words. Then again, as long as Dahl is moving up, it might not make much difference.
I suppose it's like a shotgun marriage. Some might think all's well as long as the groom has a shotgun behind him and he's headed for the church. Others might want to wait for the actual moment when he says, "I do."
