I posted an URL yesterday that gives you access to a companies S-8 (not SEXI) and it had nothing to do with foreign investors, it was a fee and agreement to pay a consultant in shares for some services. Some shares were given away immediately for sale on the market, some over a period of 4 months, some to be purchased near the market price (at time of agreement) over a specified time, and some at a fail discount to the market price at the time of the agreement, go look at the url or read an S-8 for a company on EDGAR.
