I know because the FDA panel spoke of the lack of understanding. PLC said essentially the same thing: "Although the exact mechanism of action is unknown, some researchers believe..."

The panel was uneasy with this type of scientific response. While the company has suggested that the channels the laser creates are reduced heart problems and improved blood flow, others believe that perfusion takes place only after scar tissue begins to form. When the company wasn't able to offer the mechanism of action, the conclusion was that possibly these patients were seeing the benefits of a placebo effect (especially since the channels created by the laser are believed to close within 1 1/2 months).

Obviously this is my take. I don't have a long or short position in the stock, so good luck.
