I think the whole product strategy sounds suspect. Any thing that requires a new "client" on the users computer is a poor strategy, from a consumer acceptance, cost and support perspective. Also, I don't think that using email to deliver the bills will give the billers what they want the most, which is the ability to enhance the one-to-one relationship with the consumer. All IMO.
