You are both right on the money. Though Ford appears to have selected side impact, seat mounted airbags for its fleet, you will note in the body of the NY Times article that the company is still considering padding for the roof for 201 Compliance.

Padding is a less effective alternative than active systems, and Ford is well aware of that fact. The final decision will be made based on competitive factors. At the moment, any publicity we get for side-impact protection and the devices that protect against that type of collision is a plus for Simula.
