Sumbria, there's nothing stopping Intel from selling a special version of the PII designed specifically as a Celery upgrade. If they add a 5/4 clock multiplier and some L2 you could get full 333 performance by swapping the module. Given that modules are fairly easy to handle, it would make a reasonable (and quite profitable) retail box product.

Perhaps Intel has figured if they can't make enough profit on each CPU, they'll sell everyone two CPUs over time.
