If that's all you think you want to do at home, maybe you can jerryrig something to your employer's domain and use that as your ISP.

Otherwise, just go to the Yellow Pages and throw a dart. Like I said, one ISP is as bad as another. The truly awful ISP I mentioned yesterday is one of the big national guys and will probably not be found in your Yellow Pages, fortunately. You can also go with the telephone company's own ISP. It's not to bad, and such an alliance does have its advantages. ISPs and telephone companies are natural born enemies, and using the phone company's ISP makes a lot of sense.
