Untrue. The whole reasoning behind "pumping & dumping" is that a company would pay a person/organization for services rendered with company stock. For example, if a stock promoter receives company stocks as compensation, he would naturally talk up the price of the stock. Then he would unload the stock at the peak selling prices. That is pump & dump.

Obviously the stock price will decline since the promoter has already unloaded his share and there is no more need to create more "news" to increase the stock price (it doesn't benefit him anymore).

Look at penny stock charts. Every "bell" curve (upside-down U), without a consistent rise in stock price in time (supported by company earnings) is an instance of a pump & dump.
