Well, I'm not sure what this necessarily means. From what little I know about Russian telecoms, all of a sudden there are some 12 new carriers some of which (I think) are facilities based. But I believe PLD is the biggest facilities based carrier after Rostelecom. If anything the company has tremendous potential. But doing business in Russia is a whole different story. I'd rather not bother reading anything into it. C&W may just be harvesting some of it's investments, freeing up cash for the biggie. Unless someone knows anything better? Timir.
