When we start rolling downhill, won't the negative impact snowball on IT companies?

Doesn't general business decline, just as individual companies when they start bleeding, mean frozen IT expenditures - just industry-wide? No software updates, no new boxes, etc, seems like this could really kill some companies.

Equally, don't those companies most dependent on and accustomed to the current spending spree stand the most to lose by nature, as their business models really only work under these optimal circumstances?

What would your top three (bottom three?) IT picks be in this regard, using the following as criteria (feel free to add your own or eliminate what you feel is not relevant, and weight as you feel appropriate):

1. Overvalued to begin with
2. Trendy technology - may not stand the test of time anyway
3. Overall economic downturn will be felt immediately on primary line of business.
4. Overall economic downturn will be felt most significantly on primary line of business.
