i think the shorts came from El Nino which from the news has hit peru more than any other country. 58 bridges damaged and thousands of kil. of roads destroyed, instant rivers forming etc. and that was two weeks ago ... so a ton of shorts resulted ... but this should be settled during the summer as the people and the army are in full swing ! and remember all who shorted have to buy back ...
