Huh? It's more like IP over Sonet/SDH versus IP over ATM over Sonet/SDH.
That's the real battle going on now. But it's not really a battle per se. Both choices
have their niche. Sometimes it makes sense to use one, sometimes the other.

Minor point: Voice can be mapped directly on to native frame relay or ATM, without any use of IP. In fact, we happen to be doing that now, over our international lines. Many ATM networks will likely be used to transport a lot of non-IP data.
