Mixed news. Santander today upgraded TBR to a "strong buy". However, hospitalized O Senhor Motta is stable but still quite ill; President Cardoso is expected to name an acting Minister of Communications--probably Juarez Quadros. O Senhor Quadros is the executive secretary of the Communications Ministry and is a career employee of Telebras. Anyone know more about Juarez Quadros? (e.g. more about his experience, his role in Brazil's coalition politics, etc.)
