Do you know the formula for #of lines needed per 100 users. I believe it is 16 for No busy periods and can go lower if you do not guarnatee an available line everytime you pick up the phone. And the # of lines goes down as the # of users go up.

Using 16 lines per 100 users gives me 418,750 subscribers. It may be double or 3 times that simply because of the large # of users.
