I agree with your "license" concept. I guess the question is the ability of WOTD to ADD VALUE to this "empty shell."

If they perform, we should see the "new" shares increase in value based on positive earnings.

I think the reverse split is intended to give WOTD leverage in both share price and to acquire more businesses through equity (shares).

The stated business plan is to add value through acquisition in a way that each additional company ADDS MORE in profits than it takes up in equity (shares).

This reduces costs by centralizing management, bulk buying, combined marketing, and coordinated distribution. It should improve profit levels and thus increase share value.

So the main question of whether or not WOTD is a good investment boils down to the ability of WOTD management to execute the business plan.

They are moving the stock price to a higher level.

They are reducing the float dramatically.

They are reducing the total authorized to a "normal" level.

All in all, CVIA (soon to be WOTD) will now HAVE a business. They have been "empty" for the past 8 months or so.

Some people will sell, some people will see this as an opportunity to Buy as the company moves into a different phase (conducting REAL business).

But the question of value will now depend on the ability of WOTD management to PERFORM and they start with a $3.5 Million company!

Just my opinions... just my 2› worth.
