Its statisitcs. You dont have a 1 to 1 dial out line for each employee. The phone company has a lot of data on calling patterns. And they have come to the conclusion that if you have a 100 employees, then all you need is 16 dial out phone lines and of course 100 extensions. The statistics tells them that at most 16 people will be dialing out at any given moment in time. Of course if a 17th person tries to dial out, he will get a busy signal since there will not be any line to use.

Similarly Iridium has 1100 line per Satelite or 72,600 lines for 66 satelites. 72,600 lines can support (using example above) 72,600X X 100 / 16 = 453,750 customers. BUT if you had an office with 453,750 employees, chances are that statistics would show that you need LESS THAN 72,600 lines. Conversely if you have 72,600 lines you can have more than 453,750 employees using those lines without getting a busy signal. (Again the phoen co. has the statistics). Hope you are more confused now.
