On the other hand, there are many suburban neighborhoods which dictate what colors you can paint your house, how many times you must mow your lawn (and what you can or can't plant there), where you may or may not park your car, etc.

There are plenty of legal and and other than legal pressures to "conform" to some explicit or implicit "social standard" in the US. And it has been so for a long time. Trailer park talk shows notwithstanding.
