Herb Greenberg used the phrase "networking homes." Notice that the word home is plural. He doesn't mean networking individual occupants of a single house. He is talking about networking (i.e., connecting) different locations, whether they be residential homes or commercial offices. This type of inter-office connectivity is EXACTLY what WinStar is engaged in.
