I know where you're coming from -- I'm a software developer and "power user" and tend to have 10 or 12 processes running at once, and every clock cycle saves me valuable beer drinking time.
But consider the typical user, or even the use cases you mention above. Chances are that your CPU actually has little to do with your response time accessing the web. It is more likely bound by your modem, network throughout, and network latency delay. You could have a Pentium 90MHz or a PowerPC 400MHz on your desk, but your 14.4K modem is still only going to go so fast. Maybe the processor helps out with rendering images (or maybe not, if you have a separate graphics processor).
And consider the average PC user that really only launches one app at a time -- first Word, then Excel, and then their web browser. Having to wait only 5 seconds instead of 10 for the app to launch is not worth an extra $1000 for them. However when you launch apps 100 times a day like some of us, it IS worth it, but I think we're in the minority.
