I am a Chief Software Architect specializing in distributed Computing over the Internet.
What does that mean? Only that I am supposed to know a whole lot more than I do.
Of all of the areas of technology that I have had to deal with Security is the one that
comes closest to Rocket F%#$@ing Science. Theoretically, we can't create an
electronic security algorithm that can't be broken because the same tools that we use
to make them (computers) are the same tools that are used to crack them. It always
comes down to a matter of processing power and time. However, with a strong
algorithm it ain't easy and could conceivably take a super computer years to crack a
solid algorithm. Public/Private keys help make this even harder. Phones don't use a
Public/Private key schema, just straight encryption.

Yes, the government is playing a huge part attempting to keep encryption under
control. They would agree to the strongest encryption only if they were given a
skeleton key. Their reasons include tracking terrorism, financial fraud, ya da ya da ya.
This is the same as them being able to tap telephones, read your email, listen to your
pillow talk. Their reasons are bunk. If people know that their electronic
Communications are not secure they will just use a different means if they are doing
something illegal. Wouldn't you? So what is it that they want to listen to? Theme for a
good X-Files, right.

Anyway. Yes, the government was partially responsible for making the network
insecure.
