In order for NSCP to achieve thier goals, they must fragment, due to the fact that MSFT
has usurped momentum from them.

Please explain to me why it is useful for NSCP to have their own browser fragmented. The opposite is true. In fact, the idea is to make the NSCP-branded Mozilla-based browser the standard commercial browser.
