In Northern Ontario, at least, many companies do their drilling when a suspected orebody is under swampy ground or water - since the surface is frozen over during the winter. Drilling results are published in the spring. Times to get into these companies are around February - March.
I agree, though, not too many sites turn into a viable orebody! It's hard to call a Bre-X or Voisey Bay when shares are $0.10 each or so!
But remember, emotion is a big factor in these junior companies - so you can still make money trading on the swings.

Buy when the stock is at a "floor" or "historically" low point, and in the general area adjacent to a major. Buy THEN, when no one is paying attention to it - then, when the fever hits, MOST of these juniors take off together, like ducks off a Canadian lake, ...
Don't put more than 5 - 10% of your money in any one sector, and be patient! Also, don't get "married" to a particular stock - make a plan ahead of time how long you stay with it, and how many shares you'll accumulate. Then, FOLLOW YOUR PLAN!
