Yes, this is poorly understood. At least at 33.6 or north (I'm currently actually getting 44kbps), a good part of the wait is the net, rather than you modem. Not always. Usually.

I have a rather nifty internet utility, NetMedic, which parses where the wait is coming from, among other things. Usually its mostly either the server (usually), or the backbone (frequently enough). Sometimes its my modem.

John Devorak, or long time PC writing fame, currently PC Mag, previously Infoworld, has written about this misconception from time to time.

If cable modems and xDSL take off, the backbone is gonna be a HUGE bottleneck.
